Persyaratan :

1.  Lulusan sarjana S1 untuk pendidikan S2 dan lulusan Sarjana S2

GUIDELINES TO FILLING OUT THE APPLICATION FORM

1. The form should be filled in using block letters (handwritten or typewritten) .
2. The application form (the first page) should be legalized with organization/ company chop and signed by an authorized person from the organization/ company.
3. The examining physian/doctor should fill in the Medical Record column completely, stamp and sign it.
4. or Medical statement should be supported with an original health certificate from a medical doctor.
5. Attach the following documents to the application form:
    1. Copy of latest degree certificate.
    2. Copy of English language course certificate or copy of English tests such as IELTS or TOEFL, EPT or other similar English tests.
    3. 1 picture of latest photograph 4×6 cm
6. Except if requested (English version), neither CV nor academic transcript of the applicant may be attached to the application form.
7. All documents (filled-in application form and other supporting documents) should be in A4 size.
8. All documents (2 copies) should be received by the Embassy no later than the closing date as it appears in the application form. Late application will not be considered.

University of Amsterdam Title of PhD project: What we do when the ice is thin: An investigation into the psychology of risk management

Project description:
Research on risk perception has shown that people’s perceptions of risk often fall victim to biases. People for example tend to overestimate their control over future events and as a consequence underestimate their vulnerability to many risks. Other risks (such as plane crashes) are generally overestimated because of the relative ease with which we can imagine their consequences.

Relatively little attention has yet been given to how people react when they perceive themselves as vulnerable and/or do perceive a risk as threatening. The current research aims to fill that void and thus focuses on the use of risk management strategies. One can distinguish psychological (e.g. denial, trivialization) and behavioural risk management strategies (e.g. directly reducing exposure to risk or buying insurance from a trusted company). A primary aim of the current research is to examine what the different behavioural and psychological strategies are that people employ when perceiving risks and what factors determines their choice for one particular strategy.

A unique aspect of this research is that it is funded by insurance company Achmea. As a consequence the research has both basic and applied objectives. This will, among others, be reflected in a combination between laboratory and field studies. Funds are therefore available to access large populations outside the university.

Leiden University Project description:

The chromosomes of bacteria are organized and compacted into a nucleoid. This is achieved by the action of nucleoid-associated proteins that fold the genome by bending, wrapping or bridging it. In our group we investigate using a quantitative approach the mechanisms employed by the various proteins that are involved in compaction from a molecular level up to the level of the whole cell.
 
Currently we have open *PhD positions* on a number of projects. These projects range from reductionist studies in vitro at the level of single molecules (optical tweezers, scanning force microscopy etc.) all the way up to the level of in vivo cell imaging studies (fluorescence microscopy). Projects will be tailored depending on the training and interests of the candidates.

Research environment:

The Lab of Molecular Genetics is headed by prof. dr. Jaap Brouwer and houses research groups on DNA repair, chromatin structure, chromatin modifications, apoptotic pathways, and RNA viruses. It is embedded within the newly established “Cell Observatory”, where groups from the departments of biology, chemistry and physics have recently come together to facilitate multi-disciplinary research using state-of-the-art research equipment. This research project will be carried out in the group of Dr R.T. Dame.

AMC Medical Research B.V. The Center for Experimental and Molecular Medicine at the Academic Medical Center focuses on fundamental and translational research of protease-activated receptor (PAR) signaling. We aim to better understand the molecular mechanisms underlying blood coagulation factor-induced PAR signaling in fibrosis and have recently identified PAR-2 as an important potential novel player in this field. The current project, which is a cooperation with the Cell Biology Department of the University Medical Center Groningen, extents these findings and focuses on the role of blood coagulation and PAR-2 in burn-dependent scar formation. In the project we will employ various inhibitors of coagulation-dependent PAR activation which are approved for human clinical use. These will be tested on their capacity to inhibit PAR-2 activation and subsequent fibrosis first in vitro and subsequently in vivo. Later on in the project, a human volunteer study will be initiated to establish whether inhibitors successful in animals are also capable of preventing scarring in the human situation.

HUBERT H. HUMPHREY FELLOWSHIP PROGRAM
FOR MID-CAREER PROFESSIONALS

Hubert H. Humphrey fellowships enable Indonesian mid-career professionals to participate in non-degree programs that combine academic course work at the graduate level with professional development activities in the U.S. for a period of one academic year (9 months).  Candidates are typically administrators in leadership positions with a minimum of five years of work experience who represent either the public or non-profit private sectors, including Non-Governmental Organizations (NGO’s) who are committed to public service.  Applicants will possess:

  • a Sarjana (S1) degree with a minimum GPA of 2.75 (4.0scale)
  • a minimum TOEFL score of 525.

PRIORITY  DISCIPLINES

Agricultural Development/ Agricultural Economics; Communications/ Journalism; Economic Development; Finance and Banking; Human Resources Management; Public Policy Analysis and Public Administration; Technology Policy and Management; Urban & Regional Planning; and Public Health Policy and Management (including HIV/AIDS policy and prevention, drug abuse education, treatment, and prevention).  Researchers, treatment providers, prevention specialists, and program planners at governmental or non-governmental organizations will also be considered).

PT Rio Tinto - Sampoerna Foundation Scholarship Fund – Graduate Program

PT. Rio Tinto Indonesia in collaboration with Sampoerna Foundation provides one (1) qualified individual with the opportunity to pursue a Master’s degree in Science, Social Science or Commerce at the University of New South Wales (UNSW), Australia .

Upon completing the program, scholar is under a (n+1) binding program with PT. Rio Tinto Indonesia , where n = the number of years receiving the scholarship grant. The scholar must apply their knowledge and contribute significantly to PT. Rio Tinto Indonesia for (n+1) year.

Application deadline is January 30, 2009. Basic Eligibility
 Applicant must satisfy ALL of the following conditions:

  • Indonesian citizen who is under 35 years of age when lodging the application. 
  • Hold a local Bachelor’s degree from any discipline with a minimum Grade Point Average of 3.00 (on a 4.00 scale).
  • Have a minimum of two-year full-time professional work experience after the completion of the undergraduate degree.
  • Submit the required English language requirement (TOEFL/ IELTS) and the Graduate Admission Test as required by each program, after the applicant is selected as the scholarship finalists:
  • International TOEFL with a minimum score of 577 (PBT) or 233 (CBT) or 90 (IBT), OR
  • International English Language Testing System (IELTS) of minimum 6.5
  • Adhere with the scholarship rules and regulations, particularly in the (n+1) binding program with PT. Rio Tinto Indonesia .
  • Currently did not enroll in graduate or post-graduate program, or obtained a Master’s degree or equivalent.
  • Did not enroll or graduate from an overseas tertiary institution, unless was on a full scholarship.
  • Do not receive other equivalent award or scholarship offering similar or other benefits at the time of the award.
  • Demonstrate that without the scholarship, applicant is not able to afford an Overseas Graduate Program.

Scholarship Value
The scholarship’ s worth is approximately AUD 68,000.- depending on the program’s fee, for the duration of study. This covers the following:

  • Graduate Admission Test and TOEFL/ IELTS reimbursement, one time only, based on original invoice, for the test taken no more than 6 months prior to the scholarship application; 
  • University application fee;
  • Student visa application fee;
  • Return airfares from Jakarta to Sydney
  • Tuition fees, for the duration of study;
  • Living allowance, to support living costs during period of study;
  • Literature allowance, to purchase textbooks required for study.

Mengapa Kita Harus Mendukung Palestina

 Ngapain sih mendukung Palestina?

Kalau ada ribut-ribut di negara- negara Arab, misalnya di Mesir, Palestina, atau Suriah, kita sering bertanya apa signifikansi dukungan terhadap Negara tersebut. Misalnya baru-baru ini ketika Palestina diserang. Ngapain sih mendukung Palestina?

Pertanyaan tersebut diatas sering kita dengar, terutama karena kita bukan orang Palestina, bukan bangsa Arab, rakyat sendiri sedang susah, dan juga karena entah mendukung atau enggak, sepertinya tidak berpengaruh pada kegiatan kita sehari-hari.

Padahal, untuk yang belum mengetahui.. kita sebagai orang Indonesia malah berhutang dukungan untuk Palestina.

Sukarno-Hatta boleh saja memproklamasikan kemerdekaan RI de facto pada 17 Agustus 1945, tetapi perlu diingat bahwa untuk berdiri (de jure) sebagai negara yang berdaulat, Indonesia membutuhkan pengakuan dari bangsa-bangsa lain. Pada poin ini kita tertolong dengan adanya pengakuan dari tokoh tokoh Timur Tengah, sehingga Negara Indonesia bisa berdaulat.

Gong dukungan untuk kemerdekaan Indonesia ini dimulai dari Palestina dan Mesir, seperti dikutip dari buku “Diplomasi Revolusi Indonesia di Luar Negeri” yang ditulis oleh Ketua Panitia Pusat Perkumpulan Kemerdekaan Indonesia , M. Zein Hassan Lc.  Buku ini diberi kata sambutan oleh Moh. Hatta (Proklamator & Wakil Presiden pertama RI), M. Natsir (mantan Perdana Menteri RI), Adam Malik (Menteri Luar Negeri RI ketika buku ini diterbitkan) , dan Jenderal (Besar) A.H. Nasution.

 M. Zein Hassan Lc. Lt. sebagai pelaku sejarah, menyatakan dalam bukunya pada hal. 40, menjelaskan tentang peranserta, opini dan dukungan nyata Palestina terhadap kemerdekaan Indonesia, di saat negara-negara lain belum berani untuk memutuskan sikap.

Dukungan Palestina ini diwakili oleh Syekh Muhammad Amin Al-Husaini -mufti besar Palestina- secara terbuka mengenai kemerdekaan Indonesia:

“.., pada 6 September 1944, Radio Berlin berbahasa Arab menyiarkan ‘ucapan selamat’ mufti Besar Palestina Amin Al-Husaini (beliau melarikan diri ke Jerman pada permulaan perang dunia ke dua) kepada Alam Islami, bertepatan ‘pengakuan Jepang’ atas kemerdekaan Indonesia. Berita yang disiarkan radio tersebut dua hari berturut-turut, kami sebar-luaskan, bahkan harian “Al-Ahram” yang terkenal telitinya juga menyiarkan.” Syekh Muhammad Amin Al-Husaini dalam kapasitasnya sebagai mufti Palestina juga berkenan menyambut kedatangan delegasi “Panitia Pusat Kemerdekaan Indonesia” dan memberi dukungan penuh. Peristiwa bersejarah tersebut tidak banyak diketahui generasi sekarang, mungkin juga para pejabat dinegeri ini.

Bahkan dukungan ini telah dimulai setahun sebelum Sukarno-Hatta benar-benar memproklamirkan kemerdekaan RI. Tersebutlah seorang Palestina yang sangat bersimpati terhadap perjuangan Indonesia , Muhammad Ali Taher. Beliau adalah seorang saudagar kaya Palestina yang spontan menyerahkan seluruh uangnya di Bank Arabia tanpa meminta tanda bukti dan berkata: “Terimalah semua kekayaan saya ini untuk memenangkan perjuangan Indonesia ..”

Setelah seruan itu, maka negara daulat yang berani mengakui kedaulatan RI pertama kali oleh Negara Mesir 1949. Pengakuan resmi Mesir itu (yang disusul oleh negara-negara Tim-Teng lainnya) menjadi modal besar bagi RI untuk secara sah diakui sebagai negara yang merdeka dan berdaulat penuh. Pengakuan itu membuat RI berdiri sejajar dengan Belanda (juga dengan negara-negara merdeka lainnya) dalam segala macam perundingan & pembahasan tentang Indonesia di lembaga internasional.

Dukungan Mengalir Setelah Itu

Setelah itu, sokongan dunia Arab terhadap kemerdekaan Indonesia menjadi sangat kuat. Para pembesar Mesir, Arab dan Islam membentuk ‘Panitia Pembela Indonesia ‘. Para pemimpin negara dan perwakilannya di lembaga internasional PBB dan Liga Arab sangat gigih mendorong diangkatnya isu Indonesia dalam pembahasan di dalam sidang lembaga tersebut.

 Di jalan-jalan terjadi demonstrasi- demonstrasi dukungan kepada Indonesia oleh masyarakat Timur Tengah. Ketika terjadi serangan Inggris atas Surabaya 10 November 1945 yang menewaskan ribuan penduduk Surabaya , demonstrasi anti Belanda-Inggris merebak di Timur-Tengah khususnya Mesir. Sholat ghaib dilakukan oleh masyarakat di lapangan-lapangan dan masjid-masjid di Timur Tengah untuk para syuhada yang gugur dlm pertempuran yang sangat dahsyat itu.

Yang mencolok dari gerakan massa internasional adalah ketika momentum Pasca Agresi Militer Belanda ke-1, 21 juli 1947, pada 9 Agustus. Saat kapal “Volendam” milik Belanda pengangkut serdadu dan senjata telah sampai di Port Said.

Ribuan penduduk dan buruh pelabuhan Mesir berkumpul di pelabuhan itu. Mereka menggunakan puluhan motor-boat dengan bendera merah-putih –tanda solidaritas- berkeliaran di permukaan air guna mengejar dan menghalau blokade terhadap motor-motor- boat perusahaan asing yang ingin menyuplai air & makanan untuk kapal “Volendam” milik Belanda yang berupaya melewati Terusan Suez, hingga kembali ke pelabuhan. Kemudian motor boat besar pengangkut logistik untuk “Volendam” bergerak dengan dijaga oleh 20 orang polisi bersenjata beserta Mr. Blackfield, Konsul Honorer Belanda asal Inggris, dan Direktur perusahaan pengurus kapal Belanda di pelabuhan. Namun hal itu tidak menyurutkan perlawanan para buruh Mesir.

 Wartawan ‘Al-Balagh’ pada 10/8/47 melaporkan:

“Motor-motor boat yang penuh buruh Mesir itu mengejar motor-boat besar itu dan sebagian mereka dapat naik ke atas deknya. mereka menyerang kamar stirman, menarik keluar petugas-petugasnya, dan membelokkan motor-boat besar itu kejuruan lain.”

Melihat fenomena itu, majalah TIME (25/1/46) dengan nada salib menakut-nakuti Barat dengan kebangkitan Nasionalisme- Islam di Asia dan Dunia Arab. “Kebangkitan Islam di negeri Muslim terbesar di dunia seperti di Indonesia akan menginspirasikan negeri-negeri Islam lainnya untuk membebaskan diri dari Eropa.”

Melihat peliknya usaha kita untuk merdeka, semoga bangsa Indonesia yang saat ini merasakan nikmatnya hidup berdaulat tidak melupakan peran bangsa bangsa Arab, khususnya Palestina dalam membantu perdjoeangan kita..(Lihat  foto bung Hatta, Hj Agus Salim, Mufti Palestina, dan pemimpin Mesir di attachement supaya kita kenal wajah wajah dari tokoh pembela Indonesia ini)

This Ghent University programme provides master grants to candidates from developing countries who wish to obtain a master¢s degree at Ghent University. The grants are available for all master programmes at Ghent University.. They are awarded for the duration of the studies with a maximum of 2 years. In case of a two-year-programme the scholarship will only be paid for the full term if the student successfully completes the first year of the programme.
The scholarship consists of an allowance of 964 euro per month plus the yearly tuition fee.

Membangun Mekanisme Akuntabilitas Publik dan Partisipasi Masyarakat dalam Upaya Pemberantasan Korupsi di Indonesia

Pada link berikut, anda dapat membaca makalah saya yang berjudul “Membangun Mekanisme Akuntabilitas Publik dan Partisipasi Masyarakat dalam Upaya Pemberantasan Korupsi di Indonesia”.

Makalah tersebut merupakan makalah singkat yang saya buat dalam rangka pendaftaran pada Program IMPakar dari Komisi Pemberantasan Korupsi (KPK).

Selain itu, makalah tersebut merupakan cukilan dari Proposal Disertasi saya dengan judul yang hampir sama pada Program Doktor Ilmu Administrasi Negara, Universitas Gadjah Mada.
